Abstract:
In Fall of 2019, VA began initial communication of health information exchange moving from an opt-in model to automatic sharing with the option to opt-out as VHIE is working on implementing Section 132 of the NISSION Act. The purpose of this analysis is to determine if there is an association between the communication methods with the number of opt-outs preference. The opt-in vs opt-out consent models are based on different assumptions of pre-dominant patient population preferences in HIE participation. The recent change in VHIE consent model created a natural experiment in capturing Veterans reaction to these presumptions.
