Abstract: HIE literature continues to identify barriers resulting in ongoing unmet potential of HIE but provides little guidance to overcome. In contrast the MetroHealth System (OH) has successfully navigated these barriers to implement exchange with a broad array of clinical and community partners. The experience leading to this success if presented here in form of a scorecard. We propose this scorecard as a tool to assess and prioritize potential HIE projects.
